There are 4 yard art displays that combined tell a story you would never believe true, but however is.
It started with yard art #1 in April 2023.
Left is the Mad Queen Alderman Louise Povlin. If you have ever raised her ire, you know this one fits better than Cinderella’s shoe.
Middle is Alderman Scott Meyer, who stated he loves 10 foot wide lanes, despite knowing that tractor trailers need 12 feet to safely navigate a turn.
Right is Mayor Ron Williams, who repeatedly was illegally in the voting area during voting for his re-election and made a false statement in a police report.
This led the totalitarians in the Democratic People’s Republic of Farragutstan to summon me to court. They claimed in their summons that my yard art is a parcel sign, which is defined as depicting an event or an activity. A parcel sign is for a graduation, bake sale, or garage sale. My first yard art is clearly is not a parcel sign.
Illegal actions:
Summoning me to court when I did not violate any local ordinance
Summoning me to court over protected First Amendment speech
They the DPRF (Democratic People’s Republic of Farragutstan) sent a Sheriff’s deputy to my house to serve me. The rules require mailing civil summons. The deputy, Scott Taylor, was at my home at least 4 times, walked by a no trespass sign and ignored the sign on the front door that states government agents are unwelcome without an appointment. He showed up without a uniform or in a marked car. He blocked my wife’s car in when he finally served the paperwork.
On a side note, Knox County Sheriff’s Captain Brad Hall was seen with Farragut Mayor Ron Williams and Knox County Attorney General Charme Allen at a Brad Hall fundraiser. Courtesy of Brian Hornback.
Brad Hall is in charge of the Turkey Creek Office and a known buddy of Ron Williams. At some point, we will find out who authorized a deputy to illegally come to my home.
Illegal actions:
Farragut using a deputy. Farragut does not have a police force. They cannot use the Knox County Sheriff’s department for their bidding.
Mr. Taylor trespassed on my property at least 4 times and illegally detained my wife by blocking her from leaving our home.
The summons was required to be mailed.

The president, Kirk Swor, and their general counsel, Adam Russell, sent me a letter demanding I remove the yard art. They claimed the covenants and restrictions for the neighborhood do not permit my display. They threatened in the letter to cancel my pool pass if I did not immediately remove the display. They proceeded to cancel the pass and as of this writing I do not have it back.
Brixworth HOA does not enforce its covenants. I have an email from President Kirk Swor stating they do not enforce a rule that requires a certain number of trees based on the square footage of the house. In addition, the sign rule, which is not lawful in the first place, is not equally enforced.
The rule they cited says only real estate signs of at most 5 square feet are allowed and only a one square foot sign for a professional sign are allowed. I have numerous examples from the almost four years living here where signs not listed under permitted are allowed to stay up, including one only a few doors down from HOA President Kirk Swor.
HOA President Kirk Swor banned me from the Facebook group and afterwards posted a libelous smear against me. It is in the link provided above.
Sandy Sharp, attorney for Brixworth in the federal lawsuit (note there are 2 separate suits) sent my attorney an email on January 18, 2024 stating
“Russ, this is the second time your client has send direct emails to my client. He has been told not to do this in no uncertain terms. If he does it again I am going to immediately file motions in both cases to hold him in contempt . Please make sure this doesn’t happen again”
Illegal actions
An HOA cannot selectively enforce its covenants and restrictions. They have to enforce all of them and most especially have to enforce any single provision equally. They have not. They targeted just me for enforcement. An HOA cannot refuse to enforce a covenant. They either have to enforce it equally or remove it via the authorizing voting process.
An HOA cannot take away your deeded rights to use amenities like a pool, clubhouse, tennis or basketball courts. They have to hold a hearing, which I have never been offered.
I paid my annual dues for the 2023 summer season and was never allowed to use the pool. This is theft.
I have asked the board for documents that I as an owner have an absolute right to see. I was ignored for most of a year. Very recently, they sent me a link to Google docs which they claim have what I have been asking for. I asked for the original electronic documents, not copies. As of writing it is unclear if they have actually complied.
Sandy Sharp, attorney for Brixworth, cannot tell me I cannot contact the HOA president about HOA issues.

Then we get to the kangaroo court, run by the illegally seated Judge Keith Alley. Local appointed judges are only allowed one year terms. He has been there for seven.
Corrupt Farragut Town Attorney Tom Hale admitted in the kangaroo court that the ordinance I was summoned on was the closest one to what I did. Translation: I did not violate any local ordinance.
Corrupt Keith Alley, illegally playing judge, ignored this and found me guilty anyway. He fined me $1,800.
Article VI, Section 14 of the Tennessee Constitution states
No fine shall be laid on any citizen of this State that shall exceed fifty dollars, unless it shall be assessed by a jury of his peers, who shall assess the fine at the time they find the fact, if they think the fine should be more than fifty dollars.
Illegal actions
Keith Alley is illegally seated as a judge
Farragut Town Attorney Tom Hale violated ethics and my civil rights by arguing I violated an ordinance that he in his own words admitted I did not.
Keith Alley found me guilty of violating an ordinance that Farragut’s Town Attorney Tom Hale admitted I did not violate.
Keith Alley fined me more than the legally permitted $50.
In response, Yard Art #2 went up
Corrupt Town Attorney Tom Hale then dragged out my appeal from July 2023 to February 2024. Anyone fined in Farragut Court has a legal right to appeal in County Court.
My attorney did what is called a non-suit before the hearing and moved jurisdiction to federal court. This was done because he filed a First Amendment retaliation suit and we had a right to move the case to federal court.
Corrupt Knox County Judge Jerome Melson held the hearing anyways, with Corrupt Town Attorney Tom Hale in attendance.

Jerome Melson held a hearing after jurisdiction was removed from him.
Tom Hale went along knowing neither my attorney nor I were present. The hearing was also an illegal ex-parte hearing (meaning without all parties)
In November 2023, my attorney filed a federal lawsuit. There are 2 parts to it. This article will cover part 1. Look for a follow up article explaining part 2 of the federal lawsuit.
This suit landed in the lap of Corrupt Federal Judge Travis McDonough.
Part 1
This deals with the First Amendment retaliation. I listed some of it above with what the Democratic People’s Republic of Farragutstan has done illegally taking me to court and illegally fining me. There is a lot more involved in this and will be covered in the future.
The key thing here is numerous actors: the Town of Farragut, Mayor Ron Williams, Alderman Louise Povlin, the Brixworth HOA, the Farragut Press (who published a false story that stated I tried to run over Ron Williams), and in the future I will name numerous local residents who smeared me, lied about me, someone sent me a letter threating my life and the safety of my minor children, former Farragut employee Joe LaCroix illegally posting a photo of my license plate, and the list goes on and on.
Corrupt Federal Judge Travis McDonough threw out the case. There will be a lot more later on this. This is being appealed.
One key thing from this is this is three judges allowed an $1,800 fine that violates the Tennessee Constitution of a maximum of $50 and is over an incident that did not violate any Farragut ordinance.

When Joe Biden assumed the Presidency in 2021, he restarted all the leftist plans that former President Barack Obama started to destroy the suburbs. In the research for my case, my legal team has uncovered at least $100 Billion in fraud.
As we move forward, and we are still uncovering evidence, I will create future releases.
The key thing to understand here is all the evil, nasty, and criminal stuff done to me was to make sure I did not uncover and release all the illegal activity in Farragut, which also extends to Knox County and beyond.
